The thing that's important is that you're told it takes 20 minutes less time for the shorter trip.

The cab's speed and Toby's speed are not important. Equivalently, how long it takes to go each 
way is not important.

If we somehow learn the cab driver is a slowpoke we can conclude Toby's place and CERN are 
close together. If the driver is a speed freak, they are far apart. But this distance is irrelevant.

Getting a flat is a possibility. Given CERN's recent track record (accelerator meltdown) we 
probably should have stated that this did not occur. My bad.

Here's a different time frame: It's still true that the legs not taken take 10 minutes each way. 
Since the distance between Toby's and CERN is fixed, the below is describing a much slower cab 
driver.
